Where would a Cuban defector fall that is not signed by a major league club? Is he available in the MiLB draft or the MLB draft?

MLB and MiLB players must be signed by a club when they are drafted. If it doesn't explicitly state this in the rules, it should.

That's a good question. Personally, I think we should ditch the Japanese exception in the rules. What does everyone else think?

Yeah, that's fine with me.....so he'll be a minor leaguer? It looks like he'll start in the minors, with Dice K he clearly was going to be on the Red Sox opening day roster, hence he needed to be drafted MLB

Sounds good to me as far as doing away with that rule. I guess we just need to wait to see where he signs.

Just to confirm, we're going to stick with this rule for eligibility...
VIII. Draft - MLB starts the 1st Friday of each year / Prospect to follow A. MLB draft will not include players with rookie status (less than 130 at bats or 50 innings pitched). These players are reserved for the minor league draft.
...regardless of their age or whether they recently to the US.
