The easiest way to resolve this confusion on keepers and draft pick trading is to have a Supplemental Draft.
This draft would obviously happen before the regular draft. No one would be allowed to trade Supplemental Draft picks before the keepers are set. The regular draft would involve all teams and if you traded your 1st or 2nd round pick it would come from the regular draft.
Example: I only keep 4 players, Moonshiners keeps 5 players, newmarketgnats keeps 6 players, everyone else keeps 7 players. When the Supplemental draft starts I would pick 1 player in the 1st round of the Supp. Draft to bring me up to 5 keepers. Then in the 2nd round of the Supp. Draft I would pick a player and Moonshiners would pick a player giving us both a total of 6 keepers. Then in the 3rd round of the Supp. Draft I would pick a player, Moonshiners, and newmarketgnats would pick a player each and that would bring all of us up to 7 keepers.
Then, the 1st round of the regular draft would begin with all teams included. If anyone had traded draft picks this is where they would come into play.

I guess that pretty much amounts to the same thing i was talking about right?
But i suppose a team could trade their supplemental draft pick as well right? After all it is really just an earlier pick intended to give everyone the same roster size.

Yes, but by calling it the "Supplemental Draft" we could end the confussion about which draft picks are being traded. So, during the regular season if I trade my 5th round pick everyone will know it's the 5th round of the regular draft.
We could trade supplemental draft picks after the keeper deadline. But you really couldn't trade them before because you wouldn't know how many players you're keeping.

What do you all think about the draft order? I'm wondering if it would be better to just randomize both drafts each year. Teams that are weaker will be improved by the supplemental draft picks...so i'm not sure the top teams should be "punished" additionally by having to pick at the end. What do you all think?

I think the supplemental drat is good idea. It gives everyone the same terminolgy.
As for draft order I have no problem with the worst team picking first in all the drafts. I think draft order is overrated. If you look at last years draft: 1. Timberjacks 16th pick 2. Moonshiner 9th pick 3. Paws 12th pick 4. Theo's Boys 13th pick 5. Motor City Chaos 14th 6 Vegas All In 11th So as you can see last year drafing first does not result in an automatic win. Especially with a snake draft. So I say if someone wants to tank at the end of the season to get the first pick let them have it. Plus with this being a Keeper league it means even less.

The supplemental draft makes sense and does help clarify the picks.
Either random or weakest to strongest is fine by me. I'm assuming either, it will be a snake draft? That would be my only preference.

I agree that either can work fine; I think there is enough unpredictability with players that a weakest to strongest draft order isn't necessarily a big advantage.
